The Corporation of Hamilton has tried to work with Government to enact real municipal reform in expanding the franchise. In keeping with our commitment to transparency with the Hamilton community, below is a timeline of our communication with Government outlining our attempts to further discuss and clarify Government’s true mandate -- is it reform or repeal?? You decide.

Cover letter for the submission of suggested changes to the MA 1923 to the Ministry of Finance.
- 23rd December 2008
Ministry of Finance acknowledges receipt of letter and suggested changes to MA 1923.
- 5th March 2009
Status request of submitted changes to the Municipalities Act 1923 to the Ministry of Finance.
- 13th March 2009
Request to the Ministry of Finance to expand the Corporation boundaries.
- 27th March 2009
Ministry of Finance advised the Attorney General was reviewing the MA 1923 and any review of the changes submitted would have to wait until AG completed review.
- 13th April 2009
Status request from the Attorney General on the MA 1923 review and subsequent submitted changes prior to the City’s July elections.
- 19th June 2009
Cabinet Office notification of Government’s reform of the Municipalities and RFP to be published on 26th June 2009. Included a copy of the Request for Proposal.

Ministerial Statement on reforming of the Corporations by repeal of MA1923 and merging functions into Government departments.
- 29th June 2009
Mayor Sutherland‘s response to the notification, RFP and Ministerial Statement on the repeal of MA 1923.
- 21st July 2009
Mayor Gosling’s condolences on the passing of Minister Bascombe and Julian Hall as well as a request for open dialogue and meeting with Premier.
- 14th January 2010
Faxed letter from Minister Roban outlining the process of reform and invitation to meet with the appointed consultants on January 19th 2010. Included were copies of the notification from DCI on the appointed consultants.
- 22nd January 2010
Letter to Minister Roban following meeting with consultants, requesting clarification of their mandate and the minister’s parliament and RFP statement. Including a request for the Government and Corporations to work in partnership.
- 26th January 2010
Minister Roban outlines the reform effort to modernize the Corporations. Particularly noted were franchise, governance, efficiency, accountability and tenets of democracy for all within the Municipality.
- 28th January 2010
Submission of additional suggested changes to MA1923 to Minister Roban. Including Members code of conduct and register of Member’s Interest.
- 4th February 2010
Mayor’s letter outlining the Corporation’s understanding of the various published and broadcasted comments and statements made by the Minister with the perceived contradictions of same. Included a further request for joint efforts to resolve the apparent differences in approach to reform.

Request to Attride-Stirling for list of interviewees and comments attributed to the views of the Corporation.
- 10th February 2010
Request to Ministry of Finance for status of Ordinances submitted for approval in 2009/10.
- 11th February 2010
Ministry of Justice’s acknowledged receipt of suggested changes in the MA 1923, Code of Conduct and Register of Member’s Interest.

Mayor’s letter acknowledging the working committee formed by Cabinet for the Transportation Hub and a request for Cabinet support of Waterfront Development land reclamation.

Minister Roban acknowledged letter of 4th February and confirmed Government’s commitment to the repeal of the Municipalities Act 1923.

Mayor’s letter to Minister of Finance requesting a waiver of Customs Duty on X-ray project goods.
- 31st March 2010
Premier’s notification that there will be no joint work on the waterfront until the conflict between Government and the Corporation of Hamilton is resolved.
- 26th April 2010
Mayor’s letter to Premier requesting meeting with Cabinet, outlining reasons for a joint effort to effect change.
- 30th April 2010
Ministry of Finance acknowledging request for Duty relief, notification of appropriate legislation and requesting a list of goods.
- 4th May 2010
Ministry of Finance request for the list of goods for which Duty exemption is requested.
- 21st May 2010
Mayor’s letter to Premier requesting a copy of the CPU recommendations and an executive summary of the consultant’s recommendations.
- 28th May 2010
